Virginia voters approved a constitutional referendum to adopt a new map which is expected to grant House Democrats 10 new seats. The new map is expected to swing the November 2026 elections in favor of House Democrats with a net gain +3 seats bolstered by Virginia alone.
The 2026 cycle follows a historical trend in which the party holding the White House typically loses congressional seats during the midterms. However, Democratic candidates in 2026 special elections have over-performed 2024 benchmarks by an average of 11.5 points, suggesting a higher-than-average turnout among the opposition base.
Legal challenges to the Virginia redistricting plan remain pending in the Virginia Supreme Court. However, barring a judicial stay, the new lines will govern the November elections, providing a streamlined path for a Democratic House majority while the Senate remains a statistical toss-up.
A Democrat led House will all but nix President Trump's remaining agenda. While total Democrat sweep in the House and Senate is unlikely, a completely divided congress is certain to kill bills from each side without much committee input. Democrats regaining the House would be a monumental and disastrous end to the already embattled Trump Presidency.
